"Best" here means best on these published checks only. It is not a judgment of medical results.
How we chose these clinics
We started from the 43 Mexican clinics in our directory and applied the same rules to each one.
Minimum checks (all required):
- The clinic has a full, verified profile in our directory.
- Its website loaded when we checked it on October 23, 2026.
- Stem cell or regenerative treatment is a main service, not a side offering.
- It has at least 20 Google reviews with an average of 4.0 or higher, as recorded in our directory data.
Transparency points (one point each, 0 to 4), based on what the clinic's own website says:
- It mentions COFEPRIS, Mexico's federal health regulator, licensing or certification.
- It publishes prices or a price range.
- It names at least one physician.
- It states a founding year or years in operation.
We ranked clinics by points, then by number of Google reviews. We counted multi-location groups once. We re-check the ranking every quarter; the next review is January 2027.
As of October 2026, none of the clinics on this page has paid Stem Cell Directory for placement, ranking, or leads. Stem Cell Directory earns money by referring patient inquiries to clinics; if a ranked clinic becomes a paying lead customer, we will note it here. This statement is separate from the founder disclosure below.

1. Immunotherapy Regenerative Medicine – Puerto Vallarta
This clinic is in the Ramar Building in Marina Vallarta. It offers mesenchymal stem cells (MSCs), exosomes and PRP, and says its cells are used fresh rather than frozen.

- History: states more than 20 years in the field.
2. R3 Stem Cell – Tijuana, Cancun and Puerto Vallarta
R3 is a regenerative medicine group that uses donor umbilical cord tissue MSCs, exosomes and PRP.
- Prices: lists prices by cell count, from $3,999 for 25 million cells on its Puerto Vallarta page and from $4,950 on its Tijuana homepage.
- Doctor: names Dr. Francisco Fernandez as medical director.
- History: says it has treated more than 29,000 patients in 12 years. That is the clinic's own figure.
- COFEPRIS: its Puerto Vallarta page describes a COFEPRIS-certified laboratory.

3. GIOSTAR Mexico – Los Algodones, Cancun and Playa del Carmen
GIOSTAR is the Mexican arm of the GIOSTAR group, founded by Dr. Anand Srivastava.
- COFEPRIS and history: it says it has run COFEPRIS-certified clinics in Mexico since 2016.
- Prices: publishes package prices by condition, from $4,950 for anti-aging to $18,000 for neurological programs.
- Financing: names its financing partners.

4. Regenamex – Puerto Vallarta and Tijuana
Regenamex uses Wharton's jelly and placental MSCs supplied by a partner lab, CBCells.
- COFEPRIS: says it operates under COFEPRIS.

- History: says it has served patients for more than five years.
- Doctors: none named on the website.
5. RejuvStem – Cancun
RejuvStem is a Cancun clinic offering Muse cell and MSC therapy, plus a cold-plasma device.
- COFEPRIS and history: states it holds COFEPRIS certification and was established in 2021.
- Doctor: names Dr. Luigi Palermo as medical director.
- Prices: none published.
6. Integra Medical Center – Nuevo Progreso
Integra is on the Texas border, across from the Rio Grande Valley.
- History: says it has been open since 1991.
- Doctor: directed by Dr. Omar D. Gonzalez, who offers a free initial evaluation.
- Services: it also runs a medical spa.
- Prices and COFEPRIS: neither found on the website pages we reviewed.
7. SPORTMED – Guadalajara
SPORTMED is mainly a conventional orthopedic and sports medicine practice (surgery and physiotherapy) that also offers image-guided regenerative injections.
- Doctor: names Dr. Francisco Arroyo.
- History: describes more than 28 years of experience.
- Cell type: not specified.
8. US Mexico Stem Cell Institute – Tijuana
This clinic is in Tijuana's Zona Río.
- COFEPRIS and history: states it was established in 2020 and that its treatments are COFEPRIS-approved.
- Cells: says it uses fresh, never-frozen cells, but does not state the cell source.
- Doctor: identifies its director only as "Dr. Ivan".
Disclosure: Stem Cell Directory founder John Hullinger was treated at this clinic and does paid independent contractor work for it. Its ranking uses the same criteria as every other clinic on this page.
9. Cellular Hope Institute – Cancun
This Cancun clinic offers MSCs, exosomes and Muse cells alongside many supporting therapies.
- Prices: publishes a typical range of $5,000 to $15,000.
- Doctors: names its medical team.
10. Holistic Care Clinic – Tijuana
This is an integrative clinic on Agua Caliente Boulevard with its own laboratory for umbilical cord MSCs and a free shuttle from the San Diego border.
- History: says it was founded about 21 years ago.
- COFEPRIS: refers to COFEPRIS on its website.
Not included, and why:
- Dream Body Clinic (Puerto Vallarta) has the most Google reviews of any Mexican clinic we list (697) but scored 1 point: it mentions COFEPRIS but publishes no prices, physician names or founding year.
- ITC – Immunity Therapy Center (Tijuana) is mainly an integrative cancer center, so it did not meet our "main service" rule.
- Clinics with fewer than 20 Google reviews are excluded even if they publish prices. Examples are StemLife (Guadalajara) and Franklin Clinic (Mexico City).
How to verify a clinic in Mexico
A clinic saying it is "COFEPRIS certified" is a claim. You can check it yourself:
- Ask for the license number in writing. Ask for the clinic's licencia sanitaria (health license) number and what activity it covers. Stem cell collection and stem cell banks have their own license types, listed in Mexico's official gazette (Diario Oficial de la Federación).
- Look it up with COFEPRIS. Search COFEPRIS's official authorization search tool (Buscador de autorizaciones), which is in Spanish. You can also start from COFEPRIS's official site.
- Check the doctor. Ask for the treating doctor's full name and cédula profesional (professional license) number. Look it up in the Mexican government's Registro Nacional de Profesionistas.
- Ask about the cells. Where do the cells come from: your own fat, your own bone marrow, or donor umbilical cord? How many cells will you receive, in millions? Which lab makes them?
- Get a written, itemized quote with cancellation and refund terms before you pay a deposit. See our cost guide.

Is stem cell therapy legal in Mexico?

COFEPRIS (Comisión Federal para la Protección contra Riesgos Sanitarios) is Mexico's federal health regulator. It issues the health licenses (licencias sanitarias) that clinics and labs need. Its official website is gob.mx/cofepris.
How do I check if a Mexican stem cell clinic is licensed?
Ask the clinic for its licencia sanitaria number in writing. Then search COFEPRIS's official authorization search tool. Also ask for the treating doctor's cédula profesional number and look it up in the Registro Nacional de Profesionistas.
Which Mexican city is best for stem cell therapy?
It depends on your needs. Tijuana is closest to San Diego, and many clinics offer border pickup. Cancun and Puerto Vallarta suit travelers who prefer to fly in. Guadalajara and Mexico City are large cities with major airports. We list clinics in all of these cities.
Are stem cell treatments in Mexico FDA-approved?
No. The FDA has approved only blood-forming stem cells from umbilical cord blood, and only for certain blood disorders. Treatments for joints, MS, COPD, anti-aging and similar uses are not FDA-approved.
